CAWRA was founded by the late Professor, Ben Chie Yen, in 1993. Professor Yen is an international renowed expert in hydraulics, hydrology,  and water resources. He was a professor in the Department of Civil and Environmental Engineering, University of Illinois, Urbana-Champaign, from 1966 to 2001. 
  
  
Mission  
The Association is to serve, to promote and to coordinate scholars, engineers, policy makers and people in any profession who are interested in water resources and it's related fields to exchange information, to engage in international cooperation, and to participate in activities on both sides of the Taiwan Strait.

Ximing Cai, Ph.D., P.E., M. ASCE, former President of CAWRA received Julian Hinds Award in recognizing his great contributions to water resources development. ​​
The Julian Hinds Award recognizes the author or authors of the paper that is judged to make the most meritorious contribution to the field of water resource development. The award may also be made to an individual for notable performance, long years of distinguished service, or specific actions that advanced engineering in the field of planning, development, and management.
Junke Guo, Ph.D., M. ASCE, received the Best Technical Note award in the Journal of Hydraulic Engineering.

The 24th Cross Strait Cross Strait Hydroscience and Technology Conference has be held on September 7, 2020, online. Agenda and selected presentations and recorded videos are posted.
​​ CAWRA Members convene its annual all member meeting during the annual ASCE EWRI Congress.  The photo was taken after 2019 annual meeting in Pittsburgh, Pennsylvania. ​​
CAWRA co-sponsors the annual cross strait hydroscience and technology conference with China Institute of Water Resources  and Hydropower Research. The photo is taken during 2018 conference in Beijing.  Next Conference will be in 青海省的西宁市 , China.

Since 1993, CAWRA has publsihed 30 newsletters. Each issue summarizes our activities and new accomplishments of our members. CAWRA 1st newsletter was published in 1994.
